Lakewood Board of Supervisors Meeting

Special Meeting- June 5, 2008

 

Call to Order:  Chair of the Board of Supervisors, Phil Halverson called the Special Meeting of the Lakewood Board of Supervisors to order at 7:04 p.m. on 6-5-08 at the Lakewood Town Hall.

 

Present:  Supervisors---Jerry Larson, Phil Halverson, Tim Musick, Chuck Campbell, and Shannon Ostazeski; Deputy Clerk Gene Bromenshenkel and public (register attached).

 

Purpose of Meeting:  To review the draft of the Town of Lakewood Comprehensive Land Use Plan developed by the Steering Committee who worked on the update.  The Center for Rural Planning facilitated the process of updating the Comprehensive Land Use Plan.  The Lakewood Planning and Zoning Commission reviewed the draft previous to this date and provided their recommendations to the Steering Committee.  Chair Halverson reviewed the process of the development of the updated plan indicating that a grant was received from the Lake Superior Coastal Council with a one-fourth match from the Township.  The Center for Rural Planning was selected from RFP’s to facilitate the development process.  A 21-member steering committee from township applicants was selected to provide the major leadership to the updating of the Plan.  The completed draft is the basis for tonight’s review.  Tonight’s review will be to determine clarity of the Plan for the public.  The public will have an opportunity at two open houses in June to review and provide input into the plan and bring final recommendations to a public hearing, prior to the Board of Supervisors making a decision on the final plan.  Halverson noted that the June 3, 2008 version (latest draft) has some typos and may need a cleanup of some language, spacing, etc. of the document.

 

Chair Halverson outlined the plans for the process of completion of the update of the CLUP:  The process includes---

1.      Open houses for public to view document and discuss contents with members of the Steering Committee-dates of Sat., June 7 and Tuesday June 10th

2.      A public hearing is scheduled for Monday, June 16, 2008 at 7 p.m., conducted by the Planning and Zoning Commission

3.      The Board of Supervisors is scheduled to meet on Thurs., June 19 at 7 p.m. to review the final proposal and make a decision on the Plan. 

Copies of the Plan will be available for the public.

 

Supervisor Ostazeski:  Made reference to concerns brought up at the Wed., June 4th Town Board meeting on the shortness of time period between the open houses and the public hearing and the limited time access for the public to review the document prior to the public hearing.  She checked to day with most of the Steering Committee members.  Most members indicated that they supported an additional 30-day period for the public to review the document prior to holding a public hearing.  She recommends that the public hearing be postponed to the 2nd week in July.

Supervisor Larson:  Should then move the open houses closer to a July date if the public hearing date is changed.

Bob James (from public):  Suggests a second public hearing.

Tim Hucthausen (from public):  Supports a longer period of review.

Supervisor Musick:  Suggests that time is needed for the Planning and Zoning Commission to write up recommendations from the public hearing.

 

The Board deliberated the suggestion made by the public at the June 4th Town Board Meeting further and Ostazeski’s suggestion for more time for the public to review.

Suggestions for dates-discussion:  August 5th – Public Hearing conducted by the Planning and Zoning Commission and Aug. 11 or 12th for the Board of Supervisors meeting on adoption.

Motion by Larson to request the Planning and Zoning Commission to reschedule the public hearing date on the CLUP from June 16 to August 5, 2008 at 7 p.m. and the Board to review and adopt the Plan on August 12, 2008 at 7 p.m.  Second by Ostazeski.  Motion Carried.

 

Review of CLUP Draft:

 

I.                  The first 14 pages are background information.

II.              Pages 15-20 contain the vision statements for Lakewood.

 

Items for Change Considerations:

- On Page 2---1st paragraph, last sentence:  Review of 1999.  No changes were made to the 1985 Plan at the 1999 review of the CLUP.

- On Page 1---2nd paragraph:  Reasons---questioned was raised about how and why the reasons were determined.  Supervisor Musick indicated that the Planning and Zoning Commission and the Town Board expressed the need to review the 1985 Plan.

-  Suggested changes to the wording of the reasons on page 1:

    1) To assess the potential development pressure resulting from proximity to the City of Duluth.

    2)  To assess and address potential for commercial development, especially along the expressway to Two Harbors.

 

Supervisor Larson:  Has a question about the third paragraph on page 15---“sense of Place”; what does it mean?  On page 16---language on vision; on Page 24---Policy #2---language may not be understood by public.

Questions posed by Supervisor Musick---on page 18---Concept Area 3---acreage should read 4.8 rather than 4.5.

Jerry Norick (Public):  How does Chapter 3 relate to paragraph 9 of the current CLUP---the reality versus vision?

 

- Question raised about concept area 7/8 and also on page 22 under policy #2---hydrological systems.  It was agreed by consensus to change the language for both to “ground water and surface water”.

Supervisor Halverson:  On page 27, #3---senior assisted living.  There was discussion on this.  The Steering Committee recommends the language proposed in the draft.  It was agreed by consensus to leave language as proposed by the Committee.

Supervisor Larson:  Recommends that language term of nodulization, of corrective design, and total daily maximum load be changed to understandable language.

 

Motion by Ostazeski to recommend the changes discussed tonight be incorporated into a proposed Plan to be forwarded to the public.  Second by Musick.  Supervisor Larson:  How can the Plan incorporate plans with surrounding communities?  There was no further discussion.  Motion Carried unanimously.

 

Motion by Larson to adjourn the meeting at 9:01 p.m.  Second by Musick.  Motion Carried.
