Lakewood Planning and Zoning Commission Meeting

Tuesday, April 24, 2007 at 7:00 p.m. Lakewood Town Hall

 

Call to order:  Commission Chair of the Planning and Zoning Commission, Bob Wolfe called the monthly meeting to order at 7:00 p.m.

Present:  Chair Wolfe, Inese Holte, Phil Halverson, Peter Miller, Dick Bodine, Robin Downs, Kerry Leider, Chris Roningen, Zoning Administrator Brennan Mears, Recorder Shannon Ostazeski, and public (see attached registrar).

Pledge of Allegiance:  The Pledge of Allegiance to the flag of the United States of America was recited by all present.

Minutes of Previous Meetings:  March 27, 2007 Planning and Zoning Meeting.  Halverson asked that his name be removed from those present because he was not there.  Typo on Paragraph B, decision should be removed.  Motion by Leider for the minutes to be approved with the changes suggested by the Commission.  Second by Holte.  Minutes approved.

Unfinished Business

 

Article 8 Section 7 Amendments

Holte:  Part B in 7.03.  I don’t think a petition should be accepted until it is verified.  The petition would also need to be legible with phone numbers added so it could be verified.

Halverson:  The person who presents the petition to the Town would have to verify that the signatures were true.

Amended Language:  The Petition shall be verified by signing a verification form provided by the Town Hall office at the time the Petition is filed.  The Zoning Administrator will verify a sample of the signatures.

Roningen:  Is there a time frame on this process?

Mears:  Once they pay money the clock starts.

Holte:  I don’t think we have to jump into these decisions.  That is what gets Lakewood into trouble.  Other cities can take up to a year to study things.

Miller:  This process should not delay the process.

Motion by Holte to accept the changes to Section 7.03 Part B as amended.  Second by Miller. Vote 5-2.  Motion passes.

Mears was requested to make a verification form.

 

Communication and Wind Generating Tower

Wolfe:  We had asked the Board if we could continue working on this section after concerns were brought up at the public hearing.  

Leider:  Page 6 Item B should be MPCA

Halverson:  Page 6 Item B-E.  No “Wind Generating Tower” instead of Windmill.

Leider:  Page 5 the continuation of N.  Should be Section 21.

Page 2, 23.02 changes: 

  1. Explanation of the reasons a particular site has been selected, a description of at least two viable alternate sites considered, the reason those sites were rejected, and a discussion of the potential for collocation for other towers. 

 

  1. A topographical propagation study depicting expected coverage, which shall include the assumption and methodologies used in the study, and who performed the study and their credentials.

 

23.02 Change Variance to Conditional Use Permit.

Page 3, 23.03 changes:

Leave Commercial where it was stricken.

Wolfe:  We will pick up on page 4 at the next meeting.

 

Zoning Administrator Report:  Mears

Handed out the Land Use Permit Running Tally (attached).

Attorney Stromme, the Board and I were out this evening at the Martinson property.

Waiting for the Board to take action on the Lipe Brothers

East End Auto is moving to Rice Lake

Plumb Right is cutting stone in their storage unit.

Heard nothing new about the Shapiro Tower

 

Wolfe:  We will table the CLUP update.  The Town Election is May 8th.  Board of Equalization meeting is April 30th

 

Motion by Wolfe to adjourn.  Second by Bodine.  Meeting adjourned at 9:15.
