Meet with Town Board for pre-planning

®    Discuss planning process, decision-making, and detailed scheduling for process.

®    Discuss coordination and implementation with St. Louis County and City of Duluth.

®    Discuss coordination with adjoining townships, North Shore Management board, Lake Superior costal program and others identified by Town board.

®    Discuss the establishment and selection of a Steering Committee.

Schedule another meeting in December to decide on details of the process.

Gather, analyze and prepare report on current resource conditions in Town.

®    Provide informational stations displaying pertinent information about Town’s resources.

®    Visioning process:  Solicit written input on issues, opportunities, and visions

®    Solicit Steering committee members if decision is to open to public

®    Introduce Steering Committee members

®    Summary of issues identified to date

Workshop for Steering committee on:

®    Effective tools for civic engagement, conversations, and conflict resolution, conducting effective meetings, and effective decision making.

®    Basic concepts of community planning

®    Basic Geographic Information Systems (GIS) and maps

®    Collect additional issues and concerns for survey

 

Schedule for the first week in March

8.

Steering Committee Organizational Meeting

®    Review existing comprehensive Plan, resource information, issues identified to date

®    Review decision-making process

®    Initiate visioning process:  Members look at their community and come to next meeting prepared to discuss community assets and special places, things they want to maintain or enhance, and issues they foresee.

 

Schedule for third week in March

 

Recommend Steering Committee met 2/month from April - June

9.

Conduct a survey (by mail) of all property owners in the Township.

®    Develop survey, print and mail survey, compile data, prepare report and analysis for Steering Committee.

®    Review 2002 Comprehensive Land Use Survey

 

 

Finalize survey and mail out third week in March, 2007; analyze results and have ready by second week in April

®    Review the first draft Community Comprehensive Plan with Town Supervisors

®    Make changes to Draft Plan as appropriate

®    Prepare for community-wide open house

®    Discuss preparation for Public Hearing

Community-Wide Open House

®    Review “Draft Community Comprehensive Plan”

®    Steering committee will be there to answer questions

13.

Hold Public Hearing

Second week in November

14.

Incorporate Testimony from Public hearing and publish final Community Comprehensive Plan

®    Provide 25 printed copies of comprehensive Land use Plan and copy friendly (CD) for web-site loading and printable from Town’s web site.
