Lakewood Board of Supervisors Meeting

Special Board Meeting - 12-20-2006

 

Call to Order:  Chair Diane Larson called the Special Meeting of the Lakewood Board of Supervisors to order at 7:00 p.m. on December 20, 2006 at the Lakewood Town Hall.

Present:  Supervisors Diane Larson, Chuck Campbell and Tim Musick: Center for Rural Planning representatives Dave Miller and Terry Frank; Clerk Gene Bromenshenkel.

Purpose of the Special Meeting:  To finalize the details and plans for the facilitation of the process of updating the Town's Comprehensive Land Use Plan; including the roles of the board of Supervisors, establishing agendas for various public meetings and developing the final timelines for the various items of the process.  An agreement between the Town and CRP was signed.

A special letter outlining the process and seeking applicants for the Steering committee will be sent to all residents, surrounding townships, and various agencies and groups during the first week in January, 2007.  Discussion on a draft written by Supervisor Musick was done to finalize the copy for printing.

The roles of the Town Board were further identified.  It was agreed that the Supervisor participation at Steering Committee meetings and other public meetings would be as observers.

The role of the Town Planning and Zoning Commission was reviewed.  It was agreed that at least one member of the Planning and zoning Commission should be on the Steering Committee.  A special focus group discussion will be held with the P & Z Commission at their January 30, 2007 meeting.

It was also agreed that coordination of other governmental units is important.  The initial letter (to be sent to all Lakewood residents) should also be sent to the following:  Adjoining and area townships, St. Louis County Planning Department, City of Duluth Planning Department, Commissioner Peg Sweeney, Duluth Area Townships Association, St. Louis County Township Association, Lake Superior Coastal Program, Western Lake Superior Sanitary District, and Department Natural Resources.  The Clerk will develop a mailing list and send to Dave Miller.

The Public Open House is scheduled for Tuesday, February 13, 2007 at 7:00 p.m. at the Town Hall.  At that gathering, trend information, data about the township and the goals and objectives for updating the CLUP will be presented and public input sought on inclusion for the Plan update.

There was discussion and decisions abut the decision-making process for the Steering committee.  It was agreed to utilize a modified consensus model for the Steering Committee to make their decisions.  Ground rules for the Committee were discussed.  Dave Miller will develop a list from page 22 of the guide book.  The Board also agreed that the following ground rules should be included:  Supervisors will be observers only; Committee members need to commit to attending meetings and attending on time.  This list will be developed and sent out to Committee Members upon selection by the Board.

Dave Miller informed the Board that Clint Little of the DNR Coastal Program is already updating the information and seeking additional information for the current Comprehensive Land Use Plan.  Dave presented a CD with the current CLUP so it can be loaded on the Town's web site for the public to view.

For the Annual Town Meeting on March 13, 2007, it was agreed to include a brief introduction of the Steering Committee members, inform about the process of the update and alert the public to the upcoming survey.  A time on the agenda of about 15 minutes was suggested.

There was no other business or discussion.

Motion by Campbell to adjourn the meeting at 8:30 p.m.  Second by Musick.  Motion Carried.
