Lakewood Board of Supervisors Meeting

Special Board Meeting

11 - 9 - 2006

Call to Order:  Chair of the Board of Supervisors, Diane Larson, called the special meeting of the Lakewood board of supervisors to order at 7:00 p.m. on November 9, 2006 at the Lakewood Town Hall.

Present:  Supervisors Diane Larson, Chuck Campbell, and Tim Musick.  also, Clerk Gene Bromenshenkel.

Purpose of the Meeting:  To review the Request for Proposals (RFP's) for facilitating the process of updating the Comprehensive Land Use Plan for the township and to select one of the four (4) proposals submitted.  Proposals were submitted from:  Architectural Resources, Arrowhead Regional Development Commission, Community Growth Institute and Center for Rural Planning.

The four proposals were reviewed for the process identified, time framework, options of gathering information, costs, and final product produced.

It was agreed by consensus that a proposal accepted needs to include a survey of all residents of the township.

Supervisor Campbell:  Recommends not considering the proposal submitted by ARDC as no community survey was indicated in the process plan and also not to further consider the proposal submitted by Architectural Resources.  He recommended that further consideration be given to the proposals submitted by Community Growth Institute and Center For Rural Development.

Questions raised on the proposals:  On the proposal of Center for Rural Planning, would Sue Lawson of the staff be available?  Also, the number of copies of report produced?

Other questions to consider for selection of a proposal:

  1. How is the firm for meeting timelines?

  2. Costs - is the stated cost absolute and are there any unidentified costs?

  3. Cost of producing a survey?

  4. Can they provide a copy of a completed Comprehensive Land Use Plan?

It was agreed that additional information is needed before a decision can be made.

Motion by Musick to recess the Meeting to Wednesday, November 15, 2006 at 7:00 p.m. at the Lakewood Town Hall.  Second by Campbell.  Motion Carried.
