LAKEWOOD COMPREHENSIVE PLAN UPDATE STEERING COMMITTEE
DRAFT MEETING SUMMARY October 16, 2007

Review/approve 10/2/07 Meeting Summary Summary was approved with one correction under concerns from audience. After the word Township in the first sentence the following was added: “and their perception of eroding of private property rights”.
Concerns from the Audience No one was present.
Community Development Presentation Jesse gave a presentation on the link from planning to implementation as it relates to water quality in the Lake Superior watershed. After the presentation on how development practices effect water quality the Committee was divided into two groups to design different development approaches based on the goals developed in the planning exercise. The exercise illustrated that you can meet the stated goals for the community and design develop in such a way as to project the water quality.
Complete Vision Statement The Committee used the “Summary of Small Group Input” and the “1985 Updated Goals, Policies and Plan Concepts” as a framework for their discussions. Using the 1985 Goals, Policies and Planning Concepts the Committee discussed what needed to change if anything. The following agreements were reached under “Economic/livelihoods”:
Commercial Development · No change to Concept 5: “Commercial zones shall be confined to existing commercially zoned sites of the Town; new commercial operations may be established through the Conditional Use process by the Zoning Board”. · Goal 3 was modified to read: Provide for commercial and industrial activities in the Town. · Rational: Both the 2003 and 2007 Resident Surveys indicated that additional commercial zones were not a priority; that people wanted to keep the Township quiet and rural; and that the current concept was working well in maintaining rural character while providing for limited commercial activity.
LIU · No change to Concept 6: “Existing industrial operations will be allowed as a light industrial area where land use controls may be implemented to encourage flexibility and growth of the operation without adversely affecting the residential character of the surrounding area; performance standards minimizing potential land use conflicts and safeguarding the environment should play a critical role on implementing this concept”. · Alternative wording was proposed for Concept 6: Light Industrial Activities shall be confined to existing LIU zones. These activities may be allowed to change and grow so long as the neighboring residential character is not adversely affected and the environment is protected. · Need to better define uses allowed in LIU, for example wholesale with incidental retail to business. · May want to include language in the letter from St. Louis County concerning LIU (Inese). · Rational: Both the 2007 and 2003 resident survey indicated that no change in LIU was desired and no strip malls with retail development was desired; need to keep the rural character especially along the Expressway in the Township.
