Planning & Zoning Commission Meeting August 30, 2005 Present: Acting as Chair - Dick Bodine, Dan McCorison, James Atkinson, Chuck Campbell, Bob Wolfe, Kerry Leider, Chris Roningen, John Knutson Planning & Zoning Administrator - Leann Brown, Recorder - Sandra Wood. Call to Order: by Chair Dick Bodine at 7 :00 pm. Pledge of Allegiance: Was said by all Voting Members: Alternates Chuck Campbell, James Atkinson, and Kerry Leider along with Dick Bodine, Bob Wolfe, Chris Roningen, Chuck Campbell, Dan McCorison, Chris Roningen and John Knutson Review of Agenda: Dick Bodine read the agenda out loud. Review of Minutes: The minutes for the July 26, 2005 were reviewed and a motion to accept the minutes was made by Kerry Leider and a second was made by Dan McCorison, motion carried. Select representative for September 7, 2005 Town Board Meeting: Bob Wolfe will attend the Town Board Meeting. Zoning Administrator Report: Leann Brown There were nineteen applications (See enclosed list and report from LeAnn) LeAnn accepted an application for a "Diamond Willow Care" which would be an assisted living facility for the LIU 10 area in Lakewood. A Conditional Use hearing is scheduled for Tuesday, September 20, 2005 for this applicant. A motion was made requesting that the P & Z Commission determine if the Diamond Willow application is appropriate for a conditional use hearing by Bob Wolfe, a second was made by Dan McCorison, motion carried. Discussion by board: Kerry Leider - Asked, what is the definition of Assisted Care Living?, Bob Wolfe - Stated that in the past we denied an application for a Trailer Park because it would be "Residential" just as this assisted living facility would be, Dan McCorison - stated that the LIU 10 area is supposed to be for businesses, Chuck Campbell - suggested that the board table this application due to lack of structured information on the Diamond Willow application. Kerry Leider stated that the Ordinance does not allow Group Home's. Dick Bodine - stated that it sounds like we are all in agreement that this is probably not a good fit for our LIU 10 area. A motion was made, that because the required use is not permitted or authorized as a Conditional use therefore it is not appropriate for a Conditional Use Hearing, A second was made by Bob Wolfe, motion carried. Unfinished Business: Town Board Meeting Report: By Chris Roningen. Chris reported that there were three items presented to the Lakewood Town Board and they are as follows, 1) Tower Ordinance. 2) Alternates for Board of Adjustment. 3) New Printing of the Ordinance, which was to be delivered to the P & Z Commission by this meeting. Telecommunications Tower Sub-Committee Report: Dick Bodine submitted a report from the Sub-Committee to the Lakewood Town Board. There are still questions and Dick Bodine and Diane Larson will be getting together to work on those questions. Meeting on Planned Residential Development with St. Louis Co. Planning Department: Town Board Chair - (in audience) Diane Larson stated that the board has not yet decided how this will go. New Business: Zoning Language Clarification, Due to the amount of hours spent with hearings and recessed hearing this issue has not yet been addressed. Kerry Leider stated that this issue has been on the table for approximately a year now and needs to be addressed. New Ordinance: The P & Z Board members will each proof assigned sections of the new book, make note of corrections needed and the new ordinance will not be used until it is corrected and accepted by the P & Z Board. Town Web Site: A motion to not list email or phone numbers on the town web site by Chuck Campbell, a second was made by Bob Wolfe, motion carried. Chuck Campbell made an amendment to his motion to include addresses to also not be included on town web site, a second was made by Dick Bodine, motion carried. Other: None Announcements: (see attachments). Next Monthly Meeting: September 7, 2005, 7:00 pm at the Lakewood Town hall.
